What Is ASTM?
ASTM International is one of the world's largest voluntary standards development organizations. It isn't a government agency, but its standards are so rigorous that they are often adopted into local building codes and international safety laws.
When a product meets an ASTM standard, it means that a consensus of engineers, safety experts, and industry leaders has agreed on exactly how that product should perform to protect the public.
What Is ASTM F1346?
The full title is "Standard Performance Specification for Safety Covers and Labeling Requirements for All Covers for Swimming Pools, Spas and Hot Tubs."

The Four Tests in ASTM F1346
1. Static Load Test
The cover must be able to support a weight of at least 485 lbs in a small area without the cover breaking or detaching from the deck.
Ensures that if two adults and a child were on the cover simultaneously during a rescue, the cover would remain structurally sound.

2. Perimeter Gap Test
Any openings between the cover and the pool edge must be small enough that a 4-inch sphere cannot pass through.
4 inches is the standard head-size measurement for a small child. This prevents "gap-entry" accidents where a child slips under the edge.

3. Surface Drainage Test
The cover must be designed to prevent the accumulation of water on its surface, which could pose a drowning risk to a child even on top of the cover.

High-tension hydraulic systems ensure a taut surface, while integrated pump systems or mesh panels manage drainage automatically.
4. Labeling Requirements
The standard mandates permanent safety labels that clearly identify the product as a safety cover and provide warnings about proper use.
